Firm History
HCO has been a leader in the development of business web sites since its inception in 1997. HCO was built one successful client after another through hard work and independent financing.
Our first client, NASDTEC, is still operating on our servers, and expanding its operations into new and vital business areas. Our latest projects are taking us into the realms of Internet ticket delivery, automated booking systems, sports event and results management, and many more exciting challenges.

Larry Hewitt has been a pioneer in the use of the Internet for strategic business purposes. As a consultant with the Washington State Department of Information Services, he authored and developed the original Access Washington, the state's award winning Internet service for state government. His experience in state government led him to start his own Internet development company, Hewitt Consulting, which grew into HCO,LLC, with the addition of some key strategic partners.
In 1996 he authored the Online Voter's Guide for the Office of the Secretary of State, the first of its kind in the nation. This project has grow into one of the most successful elections management systems in the country, Vote.WA.Gov. HCO operated Vote.WA.Gov through 2004 when it was taken in-house by Washington state government.
He has been published in numerous Internet magazines on various subjects relating to Internet database systems.
In 2006 he began to develop The SW Washington Regional Equestrian Center project, The REQ Center.
Robert Mosebar is HCO's Project manager, and was responsible for the development and implementation of Vote.WA.Gov for the State of Washington, Office of the Secretary of State. Using advanced database technology, the election system recorded the filing of candidates for public office, automatically generated the Online Voter's Guide, and collected and presented election results live via the Internet from Washington's 39 counties.
He joined Hewitt Consulting in 1998.
Bob worked for the Washington State Office of the Attorney General for 13 years as a computer analyst/programmer, systems analyst, applications development manager and Information Services Division manager. He and his team developed business and litigation support software for the agency.
He worked with Larry Hewitt while he was at the Department of Information Services to lead the development of the Attorney General's first Internet Web site. He established an agency wide team to develop Internet implementation standards for hardware, software, and appropriate-use guidelines.
Bob was Project Manager of the team that helped the Attorney General's Tobacco Litigation Team make available approximately 30 million documents to the Tobacco defendants. A number of innovative technical solutions were designed and developed to deliver these documents in digital format on CD-ROM disks.
HCO works with The Silver Agency to bring about the modernization of the online business technology of our local community. Using a cooperative approach, we work with their clients in areas of Internet development, and we have The Silver Agency work with our clients in the areas of graphic design, advertising and marketing.
